Default value for iptablesSyncPeriod incorrectly states 30s while it is 0s

      Description of problem:

          The page https://docs.openshift.com/container-platform/4.13/networking/openshift_sdn/configuring-kube-proxy.html#nw-kube-proxy-configuring_configuring-kube-proxy shows 30s for iptablesSyncPeriod but when checking oc get network.operator.openshift.io cluster -o yaml in a cluster with SDN it shows 0s
The upstream docs also say https://kubernetes.io/docs/reference/config-api/kube-proxy-config.v1alpha1/ 30s so we seem to have drifted from the default. Our docs need to be corrected.
