In commit 9ba00124bc7b83c15c5352d39057e6f7912bfe5e I migrated the kdump arming configuration to use butane to generate the ignition configuration to prevent future maintenance issues with having to generate syntactically perfect ignition configurations for different versions of ignition. Unfortunately, since openshift/release tests pre-released versions of OpenShift, I didn't directly link the version of butane with the version of OCP being installed. Instead, I chose to use the newest butane at the time, which was 4.15.0, and leave it as a configurable value for new jobs to override if necessary. After this patch merged, it became clear that such an override is required for jobs deploying 4.12.
