Description of problem:
openstack-cinder-csi-driver-operator is in Back-off restarting failed container constantly.
Version-Release number of selected component (if applicable):
OpenShift 4.10 OpenStack 17.1

It is happening in the environment at this moment.

Actual results:
openstack-cinder-csi-driver-operator deployment is constantly restarting storage cluster operator is in degraded status
Expected results:
openstack-cinder-csi-driver-operator deployment should be stable and storage co available
Additional info:
dns, machine-config and network cluster operators are listed with an older version (4.10.3) versus current (4.10.59) container logs ends with: builder.go:106] graceful termination failed, controllers failed with error: couldn't collect info about cloud availability zones: failed to create a volume client: No suitable endpoint could be found in the service catalog.
