[Power VS] Port 5000 is not added during restricted installation with Terraform

      Description of problem:

      During a restricted network installation, the VPC does not allow inbound traffic on port 5000.

      Version-Release number of selected component (if applicable):

      4.16

      How reproducible:

      Always while deploying a cluster in a restricted network

      Steps to Reproduce:

      1. Deploy a cluster in a restricted network using https://docs.openshift.com/container-platform/4.16/installing/installing_ibm_powervs/installing-restricted-networks-ibm-power-vs.html
2. Navigate to the VPC used and search for "cluster id"-ocp-sec-group. 
3. Click on that security group.
4. Click the "Rules" tab.
5. Check the "Inbound Rules" table.

      Actual results:

      TCP port 5000 is missing.

      Expected results:

      Port 5000 is present in the "Inbound Rules".
