      This is a clone of issue OCPBUGS-36691. The following is the description of the original issue:
      —
      Description of problem:

          Objects that are specified in the apply backup annotation are labeled with backup annotation. Currently the patch command to add the labels replaces current labels.

          Every time

      Steps to Reproduce:

      Actual results:

          the labels on the objects are removed

      Expected results:

      backup label should be appended to the existing labels
