"openshift-install" is not in the PATH so it should be run as "./openshift-install".

Steps to Reproduce:
1. In https://docs.openshift.com/container-platform/4.16/installing/installing_ibm_cloud_public/installing-ibm-cloud-customizations.html#manually-create-iam-ibm-cloud_installing-ibm-cloud-customizations (and older versions) in point "2" there is the command
"$ openshift-install create manifests --dir <installation_directory>"
It should be "$ ./openshift-install create manifests --dir <installation_directory>"
