After cluster upgrade , ignition version changed to 3.4.0 which caused issue in scaling up nodes

      Description of problem:

      After upgrading cluster from 4.12 to 4.14 , ignition version also update to 3.4.0 which caused issue in machine scale up    

      Version-Release number of selected component (if applicable):

          4.14.30

      How reproducible:

          AWS IPI based cluster which is older than 1.5 years , upgrade it from 4.12 to 4.14 and new machines will get stuck in provisioned state

      Steps to Reproduce:

          1. AWS IPI bases cluster which should be present since version 4.6
          2. Upgrade such cluster from 4.12.z to 4.14.z
          3. After upgrade , try to scale up machines based on machinesets, new machines will be stuck in provisioned state and nodes will never join the cluster because of ignition version 3.4.0
          

      Actual results:

      After cluster upgrade , machine are not scaling up until we change ignition version from 3.4.0 to 3.2.0    

      Expected results:

          After cluster upgrade , machine should get scale up normally
