some page sections does not have direct link

  hover the mouse on the section and you should see the direct link pop-up link

    1. access release notes page
    2. hover the mouse on each top-level section and second-level section and it is expected to see a pop-up link directly for this section
    3. some sections does not have the direct link, as I observed, the first one is "IBM Z and IBM LinuxONE notable enhancements", but there are many sections have the same issue.

This issue does not only surface for 4.16 release notes, I can also see some sections without direct links on 4.14/4.15 release notes page.
