Description of problem:

In 4.17.0 the AWS SDN test is permafailing, e.g.
https://prow.ci.openshift.org/view/gs/test-platform-results/logs/periodic-ci-openshift-release-master-ci-4.17-e2e-aws-sdn/1806612497810067456

with the error:

clusteroperator/network is not available (<missing>) because The operator configuration is invalid (invalid configuration: [unsupported network type "OpenShiftSDN"]). Use 'oc edit network.operator.openshift.io cluster' to fix.

Since SDN support is being removed, we should probably remove this test in 4.17.
