Description of problem:

The 4.16 branch of https://github.com/openshift-kni/cnf-features-deploy/blob/master/ztp/source-crs/StorageLVMSubscriptionNS.yaml is missing the workload partitioning annotation:     workload.openshift.io/allowed: "management". This annotation should be backported as far as 4.15
