The e2e-vsphere-ovn-dualstack-primaryv6 fails 100% of the time as far back as we have logs, so we have no CI coverage of IPv6-primary dual-stack.

Looking at openshift/release #42899 where it was first added, it's not clear if it was passing then or not; there was some discussion about merging the PR even though the test didn't pass yet, because it would be easier to fix the last remaining things that way, but I'm not sure if that's actually what happened or not. (The test logs from that PR no longer exist, but the snippets of discussion make it look like the install was succeeding but openshift-tests failed, which is better than the current situation, where the install doesn't even succeed.)
