Description of problem:
ConfigChange triggers for BuildConfig state "In a future release, configuration change triggers will also be able to launch a build whenever a BuildConfig is updated."
This statement has been posted since OCP 4.0 was released - at this point we consider BuildConfig "feature complete" and we are not going to add new features to BuildConfig triggers.
