      Description of problem:

          Package that we use for Power VS has recently been revealed to be unmaintained. We should remove it in favor of maintained solutions.

      Version-Release number of selected component (if applicable):

          4.13.0 onward

      How reproducible:

      It's always used

      Steps to Reproduce:

          1. Deploy with IPI on Power VS
    2. Use bluemix-go
    3.

      Actual results:

          bluemix-go is used

      Expected results:

      bluemix-go should be avoided
