      Starting with payload 4.17.0-0.nightly-2024-06-17-153717 VSphere techpreview installs are failing to bootstrap.

      periodic-ci-openshift-release-master-nightly-4.17-e2e-vsphere-ovn-techpreview

      as well as
      periodic-ci-openshift-release-master-nightly-4.17-e2e-vsphere-ovn-techpreview-seria

      looks like the vip never makes it to a CP node during the transition from bootstrap
