      This is a clone of issue OCPBUGS-33974. The following is the description of the original issue:

      Description of problem:

      The [It] It scales from/to zero e2e test is failing in the periodics for all providers. This is due to an issue where if the machineset and machineautoscaler is created before the machinset actuator can place the depreceated annotations the cao adds the min/max annotations. It then fails to place to the new annotations.
