      Description of problem:

      ROSA Cluster creation goes into error status sometimes with version 4.16.0-0.nightly-2024-06-14-072943

      How reproducible:

      60%

      Steps to Reproduce:

      1. Prepare VPC
2. Create a rosa sts cluster cluster with subnets
3. Wait for cluster ready

      Actual results:

      Cluster goes into error status

      Expected results:

      Cluster get ready

      Additional info:
