RHV Machine stuck in Provisioned

      Customer needs to add more nodes into the OCP cluster to be able to handle the workload in it.

      Description of problem:

      When scaling MachineSet with +1, machine gets created at RHV level but not as OCP node.
      It might be related to the fact the cluster was installed with 4.6 and then was upgraded until 4.12

      Version-Release number of selected component (if applicable):

      OCP 4.12.40
      RHV 4.4 - IPI

      How reproducible:

      All the time in user environment

      Steps to Reproduce:

      1. Have a cluster installed in a version where ignition was 2.2 version, i.e. RHCOS 4.6
      2. Upgrade the cluster to 4.12
      3. Scale machineSet with +1
      

      Actual results:

      RHV VM gets created but machine is stuck in provisioned status.
      ignition.platform.id=openstack in grub

      Expected results:

      RHV Machine to fetch ignition and get status of running + join the cluster
