HCP KubeVirt is not deployed in HA mode

      Description of problem:

      The HCP KubeVirt platform does not deploy the kubevirt-csi controller with replica 3 when in HightAvailability mode. All control plane components are supposed to be deployed with replica 3 when in HA mode.

      4.14, 4.15, 4.16

      How reproducible:

      100%

      Steps to Reproduce:

      1. deploy HCP kubevirt in HA mode

      Actual results:

      kubevirt-csi is single replica

      Expected results:

      kubevirt-csi should be replica 3
