Description of problem:

Since at least 4.12, the scalability & performance section of the doc state this incorrectly about the kubeAPIBurst & kubeAPIQPS settings:

"The default client queries per second (QPS) and burst rates are currently [...]. These values cannot be modified in OpenShift Container Platform."

These values can in fact be modified, as recommended in two other sections:
