[release-4.16] Console's pseudolocalization not working

      This is a clone of issue OCPBUGS-30218. The following is the description of the original issue:

      Description of problem:

      Pseudolocalization is not working in console.

      Version-Release number of selected component (if applicable):

      How reproducible:

      Steps to Reproduce:

          1. Go to any console's page and add '?pseudolocalization=true' suffix to the URL
    2.     3.

      Actual results:

          The page stays set with the same language

      Expected results:

          The page should be pseudolocalized language

      Additional info:
