Description of problem:
Saw a browser warning every 15 seconds when open the topology. This might be related to a new 4.12 feature that shows quota warnings.

quota.openshift.io~v1~AppliedClusterResourceQuota does not support watching, falling back to polling.

I'm just curious why the AppliedClusterResourceQuota might not support watching. Maybe someone can investigate this. (Not more than a day?)

Steps to Reproduce:
1. Switch to Developer perspective
2. Import a container and open the topology
3. Open your browser console

Actual results:
Shows a warning every 15 seconds.

Expected results:
No warnings?

Additional info:
I investigate this a little bit and found that this error was added in k8s.ts when the k8sKind verb array doesn't contain "watch".

But I stopped to research from where this kind object comes. There is no CRD for AppliedClusterResourceQuota. But the view ClusterRoleBinding allows the user to get, list and watch the ACRQ.
