      Steps to Reproduce:

      1. Log into web console and set language as Spanish or French.
2. Navigate to Observe -> Dashboards
3. Metrics targets page content is in English.
4. Click one end point from list, content is in English.

      Actual results:

      Most of the content is in English

      Expected results:

      Content should be in set language.
