PowerVS: Destroy DHCP in ERROR state

      * Previously, the {ibm-power-server-name} platform had no Dynamic Host Configuration Protocol (DHCP) network name, the DHCP resource was not deleted. With this release, a check looks for any DHCP resources with an `ERROR` state and deletes them so that this issue no longer occurs.       This is a clone of issue OCPBUGS-35039. The following is the description of the original issue:

      Description of problem:

      If there was no DHCP Network Name, then the destroy code would skip deleting the DHCP resource.  Now we add a test to see if the DHCP backing VM is in ERROR state.  And, if so, delete it.
