      * Previously, when installing a cluster on {ibm-power-server-name} with installer-provisioned infrastructure, the installation could fail due to load balancer timeouts.       Description of problem:

      During IPI CAPI cluster creation, it is possible that the load balancer is currently busy. So wrap AddIPToLoadBalancerPool in a PollUntilContextCancel loop.
