FIPS Installation Fails for HA Cluster Using Agent-Based Installer

      Description of problem:

      For an HA cluster, the Machine API Operator degrades when FIPS is enabled. Logs indicate that the minimum worker node count is not met, although it works fine when FIPS is disabled.

      How reproducible:

      100%

      Steps to Reproduce:

      1. Generate the agent ISO    
2. Boot the ISO
3. Wait for installation to complete    

      Actual results:

      machine api operator is degraded.
Failed when progressing towards operator: 4.16.0-0.nightly-2024-06-02-202327 because minimum worker replica count (2) not yet met: current running replicas 0, waiting for [ci-op-iyt99fxb-2f6r2-worker-0-9ld5x ci-op-iyt99fxb-2f6r2-worker-0-hqqs4]

      Expected results:

      Cluster should be installed successfully.
