Description of problem:
Update the Filter Logic in the Approvals Tab List page.

Steps to Reproduce:
1. Install the dependancies
2. Create a AT with multiple users requiring min 3 approvals in order to succeed
3. Approve it from one user. Check the PLRs shown in the ListPage when the "Waiting" filter is selected.
Actual results:
Currently, it filters out only the ones which has not received even a single approval
Expected results:
It should show all the PLRs that have not met the "Number-of-Approvers-Required" quota.
