Description of problem:
As discussed in https://redhat-internal.slack.com/archives/C01V1DP387R/p1717435489026039 , when the container-tools module enabled(by default) on the RHEL node, we'll have containers-common rpm packages installed from the rhel-8-appstream-rhui-rpms repo, and some version of those containers-common packages have inaccurate configurations. So better to disable this module to make sure the containers-common could be installed from the OCP repo.
