HCP: hypershift-operator on disconnected clusters ignores RegistryOverrides inspecting for nodepool release image(setting hypershift.openshift.io/control-plane-operator-image is a workaround)

      * Previously, in disconnected environments, the HyperShift Operator ignored registry overrides. As a consequence, changes to node pools were ignored, and node pools encountered errors. With this update, the metadata inspector works as expected during the HyperShift Operator reconciliation, and the override images are properly populated.       This is a clone of issue OCPBUGS-34734. The following is the description of the original issue:

      Description of problem:

      For the fix of OCPBUGS-29494, only the hosted cluster was fixed, and changes to the node pool were ignored. The node pool encountered the following error:
