      Description of problem:

          When a current CI job runs using the same lease where an IPI job run has recently failed to clean up all of the volumes, the job will fail with the following error:
      
      error: Failed to delete vol libvirt-s390x-2-1-fb7-75tpp
      error: cannot remove directory '/var/lib/libvirt/openshift-images/libvirt-s390x-2-1-fb7-75tpp': Directory not empty
      
      The error will be similarly formatted for the conflict with a power lease.

      How reproducible:

          Every time a lease has leftover volumes from IPI job failures.

      Steps to Reproduce:

          1. Rehearse a job on a PR or observe an existing 4.16 nightly job
          2. If the rehearsal uses a lease with old volumes still existing, there will be a failure.
          

      Actual results:

          Failure to clean up old volumes

      Expected results:

          Cleaning of old volumes succeeds
