When PTP events are enabled, we need to update phcOpts and ptp4lOpts for events as defined in the OpenShift docs. Currently, we don't have any reference PTP configuration files in ZTP. We need to copy existing PTP configurations and create an event-based PTP configuration that should be applied when PTP events are enabled.  Add ptpConfigs with following values for options : 

 ptp4lOpts: "-2 -s --summary_interval -4" 
 phc2sysOpts: "-a -r -m -n 24 -N 8 -R 16"
