Cloud-event-proxy can not recover when amq router app is restarted

      Starting with a working BMER setup, using http sidecar and a consumer, the consumer gets the events.

      If amq-router app is restarted, for example by deleting the amq-router pod or reset the node, the cloud-event-proxy can not reconnect with amqp automatically.

      The workaround is to restart cloud-event-proxy after amq restart.
