      Scanning Custom Metrics Autoscaler operator image for FIPS enabled binaries using scanner from https://github.com/openshift/check-payload is failing

      Steps to Reproduce:

      root@server:~/check-payload# ./check-payload scan operator --spec registry.redhat.io/custom-metrics-autoscaler/custom-metrics-autoscaler-admission-webhooks-rhel8:2.12.1-394

      Actual results:

       custom-metrics-autoscaler-operator-container | /usr/bin/manager | go binary is not CGO_ENABLED 
/usr/bin/oc      | could not find dependent openssl version within container image: libcrypto.so.1.1
