Description of problem:
When deploying a managed cluster with assisted installer using the ZTP workflow, the node fails to reboot when a custom partition is defined in the siteconfig. Parital error message is:
disks: createPartitions: op(2) [failed]

Err: exit status 4.

Steps to Reproduce:
1. Define custom partition in siteconfig. Example here:

2. Deploy spoke cluster using ZTP workflow.
3. Agent Cluster Install stuck on "installing-pending-user-action"
4. Agent stuck "rebooting"
5. Spole console shows "cannot mount /sysroot"
Actual results:
