Description of problem:

At large scale CNI Migration needs additional conditional checks, without which CNI migration fails this was originally reported as a https://issues.redhat.com/browse/OCPBUGS-31894 upon investigation it was understood that we need conditional checks like Updated/ Updating before we progress with and update networkType

Actual results:

Post updating the networkType field of the Network.config.openshift.io CR to OVNKubernetes followed by a reboot, the nodes in the cluster are "stuck" in NotReady State for more than 6 hours
