      Description of problem:

          OCP Cluster installation stuck(FIPS enabled), using Agent Based Installer

      Version-Release number of selected component (if applicable):

          4.16.0-rc.1

      How reproducible:

         1/1

      Steps to Reproduce:

          1.Run "openshift-install-fips agent create image --dir manifest" generate agent.x86_64.iso
    2.mount agent.x86_64.iso to nodes(
        c1-esx02.racka05.local(node 0),
        c1-esx03.racka05.local,
        c1-esx04.racka05.local)
    3.Boot from agent.x86_64.iso
    4.Run "openshift-install-fips agent wait-for bootstrap-complete --dir manifest --log-level debug", watch install status
    

      Actual results:

      INFO Host c1-esx04.racka05.local: updated status from preparing-successful to known (Host is ready to be installed)
INFO Cluster is ready for install
INFO failed to prepare cluster installation, retrying
INFO Cluster is ready for install
INFO Cluster is ready for install
INFO Cluster is ready for install
...

      Expected results:

      OCP Cluster install success
