On Scale testing the migration of dynamic serving machine sets, there was a delay in initiating the process of about 15 minutes and triggered scale up across multiple machinesets than expected. CSC was configured to migrate 5 at a time, but it scaled more than 10 machines and initiated the migration at the start.
