      Description of problem:

          Secret is getting updated or synced which eventually removes the custom pull secret.

      Version-Release number of selected component (if applicable):

      How reproducible:

      Steps to Reproduce:

          1. Update the pull-secret in <NAMESPACE>-dockercfg-<HASH> secret.
    2. The secret gets refreshed/updated by default data and removes the pull-secret.         
    3. The secret gets updated by: openshift-controller-manager/v0.0.0 (linux/amd64) kubernetes/$Format/system:serviceaccount:openshift-infra:serviceaccount-pull-secrets-controller    

      Actual results:

      Expected results:

          Secret should should be updated back to default
