      Description of problem:

      The permission for running gather bootstrap is not correct in doc[1] now, should be changed from `Microsoft.Compute/virtualMachines/instanceView/read` to `Microsoft.Compute/virtualMachines/retrieveBootDiagnosticsData/action`
