Gateway API was never in TechPreview, but ended up in the TechPreview feature gate set.  https://github.com/openshift/api/pull/1894 fixed that upstream, and we need to bump openshift/api in cluster-dns-operator to make sure the Gateway API tests are not run when TechPreview features are enabled, such as in the tech preview CI test.
