Unable to find a match openvswitch when building the okd-scos variant of ovn-kubernetes in Prow CI

      Description of problem:

      When building the ovn-kubernetes-base image for the okd-scos variant in Prow CI, we don't have access to the FDP repositories. This leads the image build to fail with:

  Unable to find a match: openvswitch3.3.0-2.el9fdp

      Version-Release number of selected component (if applicable):
