      Description of problem:

          When installing 4.16 using IBI, there is a SELinux related problem that prevents the system to boot into the newly installed system

      Version-Release number of selected component (if applicable):

      How reproducible:

          Always

      Steps to Reproduce:

          1.Create a 4.16.X seed image
    2.Install the image using IBI

      Actual results:

          System wont boot

      Expected results:

          Installation succeeds and boots a 4.16 OCP cluster

      Additional info:

          This is a regression of https://issues.redhat.com/browse/MGMT-17463
