RHCOS root reprovisioning went from ~5 mins to ~11 mins in Azure

      Description of problem:

          When booting RHCOS 4.16 in Azure with a 1TB disk, the autosave XFS logic kicks in. This logic used to take ~5 mins, but it now takes ~11 mins.

      How reproducible:

          Always

      Steps to Reproduce:

          1. Provision RHCOS on Azure using e.g.:
      
      az vm create --size Standard_D8s_v3 --os-disk-size-gb 1024 ...

      Actual results:

          Node takes ~11 mins to boot.

      Expected results:

          Node takes ~5 mins to boot, like before.

      Additional info:

          This is one of the root causes in https://issues.redhat.com/browse/OCPBUGS-30860 and is fixed by https://gitlab.cee.redhat.com/coreos/rhcos-art-pipecfg/-/commit/72d88da5919f53506f88505c5d97ab32ccf4bdd5.
