  Extra manifest extraction/apply does not work properly based on the policy compliance type

Steps to Reproduce:

    1. Perform an IBU upgrade with policies that contain some CRs labeled with target ocp version
    2.
    3.

Actual results:

    Manifest extraction from policies ignores the ones under a "mustonlyhave" template. For the ones under "musthave", they are applied post pivot in a way that replaces the existing CR.

Expected results:

    Extraction should pick up CRs with "mustonlyhave" as well as "musthave". Application should do replace for mustonlyhave ones and merge for musthave ones.
