HyperShift operator validation complains about missing OVNSbDb service

      Description of problem:

          When creating a HostedCluster with network type 'Other', the CLI generates a HostedCluster without an OVNSbDb service in the services section. This is as it should be. However, the HyperShift operator reports the HostedCluster as invalid because it is missing the OVNSbDB service.

      Version-Release number of selected component (if applicable):

          4.16.0

      How reproducible:

          Always

      Steps to Reproduce:

          1. Use the CLI to create HostedCluster with --network-type=Other

      Actual results:

          The HostedCluster gets a condition of InvalidConfiguration and does not progress

      Expected results:

          The HostedCluster installs successfully

      Additional info:

        We should remove the OVNSbDb service from the CLI as well as the hypershift operator. This is no longer needed in 4.14+
