      Description of problem:

      Ambiguous column headings on dasboard panel - CPU Quota 
      Dashboard: Kubernetes / compute Resources / namespace (workloads)   

      Version-Release number of selected component (if applicable):

       

      How reproducible:

       Always   

      Steps to Reproduce:

      This dashboard and panel are avaliable via both the Developer and administrator console 
      
      The panel title is "CPU quota"
      The column causing confusion are "CPU Requests %" and "CPU Limits %" 
      
      If we "inspect" the panel
      the columns are actually driven by a recording rule titled "k8s.rules.container_cpu_usage_seconds_total" 
      
      that coloumn is showing you the CPU percentage used - of the limit and request respectively by all the pods in a deployment. 
      
      its CPU utilization as a percentage of the limit/Request
      
      but the column heading does not make this clear
      
      could the column not be include the word "usage" ?

      A better column heading...or tool tip explaining the column
