Metrics service is missing for Compliance Operator v1.4.1 on Power

      Description of problem:

      When deploying the Compliance operator v1.4.1 on ppc64le, the metrics service is not being created

      Version-Release number of selected component (if applicable):

      # oc version
Client Version: 4.14.18
Kustomize Version: v5.0.1
Server Version: 4.14.18
Kubernetes Version: v1.27.11+749fe1d
      compliance-operator.v1.4.1

      How reproducible:

      Everytime

      Steps to Reproduce:

      1. Deploy Compliance Operator v1.4.1 using index image
2. Check for the metric service

      Actual results:

      mertics service is unavailable

      Expected results:

      # oc get svc
NAME      TYPE        CLUSTER-IP     EXTERNAL-IP   PORT(S)             AGE
metrics   ClusterIP   172.30.5.183   <none>        8383/TCP,8585/TCP   12s
