Developer Observe dashboards empty after enabling RHACM Observability

      Description of problem:

      Developer console dashboards are empty after enabling RHACM observability. After enabling RHACM Observability on our management cluster, developers are reporting that they are unable to see their dashboards. The dashboards in the Administrator menu are working and have not changed.
      
      On investigation with the customer, it appears that the clusterID is missing from the queries in developer mode, if we insert the clusterID then the reports work again:
      
      **Developer view**
      sum(node_namespace_pod_container:container_cpu_usage_seconds_total:sum_irate{cluster="", namespace="test"}) by (pod)
      
      **Administator view**
      sum(node_namespace_pod_container:container_cpu_usage_seconds_total:sum_irate{cluster="XXXXXX-XXXX-XXXX-XXXX-XXXXXXXX", namespace="test"}) by (pod)

      Steps to Reproduce:

      1.Enable RHACM Observability
      2.In the OCP Web UI check in developer mode under observe a rpoject that has active pods
      3. You should see no data
