      Due to the latest changes done for selection Build option, create serverless form was not creating BuildConfig when user creates a serverless function. With this change, if Pipeline operator is not installed or if pipeline resource is not created for particular resource or if pipeline is not added while creating serverless function, it will create BuildConfig.

      Due to the latest changes done for selection Build option, create serverless form was not creating BuildConfig when user creates a serverless function.       Description of problem:

          When creating a serverless function in create serverless form, BuildConfig is not created

      Steps to Reproduce:

          1.Install Serverless operator
    2.Add https://github.com/openshift-dev-console/kn-func-node-cloudevents in create serverless form     
    3.Create the function and check BuildConfig page

      Actual results:

          BuildConfig is not created

      Expected results:

          Should create BuildConfig
