[4.14] redfish-virtualmedia fails on xFusion nodes

      * Previously, a node registration issue prevented you from using Redfish Virtual Media to add an xFusion bare metal node to your cluster. The issue occurred because the hardware was not fully compliant with Redfish. With this release, you can add xFusion bare-metal nodes to your cluster.       Issue : When trying to onboard a xFusion baremetal node using redfish-virtual media (no provisioning network), it fails after the node registration due to failed inspection because of missing ManageBy attribute.

      Fix : Adds the ability to retry an attempt to determine a Manager for a System
      when ManagedBy attribute is missing but Managers attribute is present.
      This resolves issues with certain hardware models such as Huawei 1288H xFusion nodes.

      Description of problem:

       When trying to onboard a xFusion baremetal node using redfish-virtual media (no provisioning network), it fails after the node registration with this error:

Normal InspectionError 60s metal3-baremetal-controller Failed to inspect hardware. Reason: unable to start inspection: The attribute Links/ManagedBy is missing from the resource /redfish/v1/Systems/1

      How reproducible:

          Just add a xFusion baremetal node, specifing in the manifest

          Inspection fails with afore mentioned error, no preprovisioning image is mounted on the hoste virtualmedia

          VirtualMedia get mounted and inspection starts.
