The change of the pullsecret of HCP cluster doesn't take effect on the node

    Modifying HCP cluster pull secret doesn't take effect on the nodes.

Reproduced scenario on customer's environment.

    1. Get the pull secret name: oc get hostedcluster -n clusters <clustername> -o jsonpath='{.spec.pullSecret}{"\n"}'
    2. Update the pull-secret.
    3. New pull secret gets updated to the cluster's pull-secret in openshift-config namespace.
    4. Check the /var/lib/kubelet/config.json file in the node and the pull secret will not be updated in the node.
